The first session of the 14th National People's Congress elected a new national leader Xi Jinping was elected president by a unanimous vote. Zhao Leji, chairman of the Central Military Commission, was elected chairman of the Standing Committee of the National People's Congress. Han Zheng was elected vice president of the state. The newly elected national leader took the constitutional oath.


Xinhua News Agency, Beijing, March 10. On the morning of the 10th, the first session of the 14th National People's Congress elected Xi Jinping as chairman of the the People's Republic of China and chairman of the Central Military Commission of the People's Republic of China.

When the results of this election were announced, the audience erupted in prolonged applause.

The meeting also elected Zhao Leji as chairman of the Standing Committee of the 14th National People's Congress and Han Zheng as vice chairman of the the People's Republic of China.

At 9 a.m., the third plenary session of the first session of the 14th National People's Congress was held in the Great Hall of the people.

Xi Jinping, Li Qiang, Zhao Leji, Wang Huning, Han Zheng, Cai Qi, Ding Xuexiang, Li Xi and others attended the meeting.

The meeting shall be attended by 2977 delegates, 2952 present and 25 absent, and the number of participants shall be in accordance with the quorum.

The meeting was presided over by Li Ganjie, executive chairman of the General Assembly and executive chairman of the Presidium. Executive Chairman Wang Junzheng, Wang Menghui, Xu Qin, Shen Xiaoming, Zhou Zuyi, Zheng Jianmin, Liang Yanshun, Yu Yunlin, and Lan Foan were seated on the rostrum.

The meeting first voted and adopted the decision of the first session of the 14th National people's Congress on the institutional reform plan of the State Council and approved the plan. The Congress demanded that the State Council adhere to the centralized and unified leadership of the CPC Central Committee, make careful arrangements, and organize meticulously to ensure the completion of the task of institutional reform of the State Council.

The meeting voted and approved the method of election and appointment of the first session of the 14th National People's Congress.

After voting, the delegates passed the list of chief scrutineers and scrutineers composed of 35 representatives. Shi Xiaolin and Lin Hong are the chief scrutineers.

At 9:27, the election officially began. The scrutineers first checked the 28 electronic ballot boxes and electronic election systems set up in the venue. The staff then began to distribute ballot papers. Four electoral votes of different colors were distributed to each delegate. The electoral votes are printed in the national common language and in the seven languages of ethnic minorities.

The delegates then began to write their votes. There is a secret ticket writing office in the back area of the venue.

According to the method of election and appointment, the chairman of the the People's Republic of China, the chairman of the the People's Republic of China Central Military Commission, the chairman, vice-chairmen and secretary-general of the Standing Committee of the Fourteenth National People's Congress, and the the People's Republic of China vice-chairmen shall be equally elected.

At 9:51, the chief scrutineer and scrutineer voted first. After that, the delegates began to vote. After the vote was closed, the chief scrutineer reported on the issuance and withdrawal of ballots and the election was valid.

The staff read out the results of the vote count.

The results of the vote count show that in the election of the President of the State and the Chairman of the Central Military Commission, Xi Jinping received all 2952 votes in favor. The audience stood up and applauded warmly.

Comrade Xi Jinping was elected president of the the People's Republic of China.

Xi Jinping bowed to the delegates, and all the delegates paid tribute to Xi Jinping with long and warm applause. Standing beside Li Zhanshu and Li Qiang shook hands with Xi Jinping and congratulated him.

When the host announced that Comrade Xi Jinping was elected chairman of the the People's Republic of China Central Military Commission, there was warm applause again, and Xi Jinping bowed to the delegates again.

Li Hongzhong, Wang Dongming, Xiao Jie, Zheng Jianbang, Ding Zhongli, Hao Mingjin, Cai Dafeng, He Wei, Wu Weihua, Tie Ning, Peng Qinghua, Zhang Qingwei, Luosang Jiangcun, and Xuekelati Zaker were elected as the 14th National People's Congress Vice Chairman of the Standing Committee.

Comrade Liu Qi was elected Secretary-General of the Standing Committee of the 14th National People's Congress.

When the results of each election were announced, there was a round of applause.

Amid applause, Zhao Leji, the newly elected chairman of the Standing Committee of the National People's Congress, stood up and bowed to the delegates. Then, he went to Xi Jinping, two people shook hands cordially, Xi Jinping congratulated him. Zhao Leji shook hands with Li Zhanshu, chairman of the standing Committee of the 13th National people's Congress, and greeted each other.

In the applause, the newly elected Vice President Han Zheng got up and bowed to the delegates. Then, he went to Xi Jinping, two people shook hands cordially, Xi Jinping congratulated him. Han Zheng shook hands with Comrade Wang Qishan and greeted each other.

According to the organizational method of the presidium of the first session of the 14th National People's Congress on the constitutional oath, after the agenda of the plenary session is completed, the constitutional oath ceremony of the first session of the 14th National People's Congress of the People's Republic of China will be held.

At 11:7, the trumpeter of the Chinese People's Liberation Army Military Band played the oath horn on the spot.

Twelve honor guards of the Chinese People's Liberation Army walked from the back of the venue to the rostrum in two columns.

All rise. On the rostrum, three salutes escorted the "the People's Republic of China Constitution" into the stadium and placed the constitution on the swearing-in platform.

Accompanied by a military band, the the People's Republic of China national anthem was sung.

Subsequently, the staff announced: Now I would like to invite Xi Jinping, Chairman of the the People's Republic of China and Chairman of the the People's Republic of China Central Military Commission, to take an oath.

With the chairman's clarion call, the newly elected President and Chairman of the Central Military Commission Xi Jinping got up from the rostrum and walked to the oath stand.

In the middle of the back curtain of the rostrum, the national emblem hung high and glittered. Nearly 3000 NPC deputies witnessed this sacred moment.

Xi Jinping caressed the constitution with his left hand, raised his fist with his right hand and solemnly swore an oath.

"I swear: be loyal to the the People's Republic of China Constitution, safeguard the authority of the Constitution, perform legal duties, be loyal to the motherland and the people, perform my duties with integrity, accept the supervision of the people, and work hard to build a prosperous, democratic, civilized, harmonious and beautiful modern socialist country!"

The sonorous and forceful sound of the oath resounded through the Great Hall of the People.

After the oath, Xi Jinping bowed to the audience. The scene burst into long, warm applause.

Subsequently, Zhao Leji, the newly elected chairman of the Standing Committee of the National People's Congress, and Han Zheng, the newly elected vice chairman of the Standing Committee of the National People's Congress, took the constitutional oath respectively, and the newly elected vice chairman and secretary general of the Standing Committee of the National People's Congress took the collective oath.
