The research on the effectiveness of national innovation system is an important topic in the current research of national innovation system. Since the outline of the National medium-and long-term Science and Technology Development Plan (2006-2020) formally put forward the idea of comprehensively promoting the construction of a national innovation system with Chinese characteristics in 2006, remarkable achievements have been made in the construction of China's national innovation system. my country is currently in a critical transition period of high-quality development. In the face of the new situation, new trends and new requirements of innovation and development, there are still many inadaptations and imperfections in the construction of my country's national innovation system. It is urgent to face high-level scientific and technological self-reliance. Optimize the construction of the national innovation system and systematically improve the overall efficiency of the national innovation system. The newly revised "the People's Republic of China Science and Technology Progress Law" in 2021 further emphasizes "improving the efficient, collaborative and open innovation system... improving the systematization ability and key breakthrough ability, and enhancing the overall efficiency of the innovation system".

However, the theoretical and empirical research on the effectiveness of the national innovation system lags behind the policy and management practice needs of the construction of the national innovation system, and the academic circles lack systematic and in-depth research on the basic issues such as the connotation extension, generation mechanism, governance mechanism and promotion path of the effectiveness of the national innovation system.
