Column solicitation | Enterprise innovation policy system under the background of new development pattern


Since the reform and opening up, China's enterprise innovation policy has achieved rapid development from scratch, from less to more, from simple to complex, and gradually formed an enterprise innovation policy system based on the socialist market economy with Chinese characteristics. However, the policy system (Zhang Chidong, 2017), which is characterized by large-scale quantity, systematic structure and comprehensive function, still has a series of systemic imbalances, such as multiple branches of government and fragmentation, and the phenomenon of mutual constraints and checks and balances between policies occurs from time to time. In the new era, it is urgent to play the positive guiding role of enterprise innovation policy, promote the solid landing of policies, and support the innovation and development of enterprises. In order to achieve this goal, the government needs to continuously explore a sound enterprise innovation policy system that is more suitable for China's national conditions and market environment on the basis of the existing policy system through a series of reform and innovation means, such as departmental coordination, institutional innovation, policy tracking, etc., so as to provide a solid guarantee for promoting the deep organic combination of innovation chain and industrial chain and improving the overall efficiency of enterprise innovation.

Enterprise innovation policy system has been in the discussion and development, and its importance has become increasingly prominent, has become a hot topic of public policy and innovation research. Since the emergence of technological innovation policy with enterprises as the direct object in 1992, China has basically established an enterprise innovation policy system aimed at improving the technological innovation ability of enterprises, but there are still some shortcomings, such as the interest game among policy makers, the timeliness and continuity of policies, and the optimization of the structure of policy tools (Li Zhijun, 2016). The existing literature has launched a multi-faceted exploration. For example, in terms of theoretical framework construction, it has been studied that various policy tools related to technological innovation should be conceived according to the idea of organic whole, so as to realize integration and unification between policy objectives corresponding to various policy tools, between various policy tools and between various objectives and tools (Lian Yanhua, 1999); On the basis of theoretical framework construction, the research on the existing enterprise innovation policy system summarizes the practical experience of developed countries in detail, and discusses the governance and optimization of the current enterprise innovation policy system (Zhang Yuan, Liu Jing and He Ying, 2021; Zhang Chidong, 2017;Edmondson, Kern, & Rogge , 2019;Faccio, 2006), based on the perspectives of input, output and efficiency, the paper discusses how the enterprise innovation policy system affects private sector R & D activities (Kou Mingting et al., 2022; Kou Mingting, Wei Jianwu and Ma Weinan, 2019; Qu Wan and Feng Haihong, 2018; Feng Haihong, Qu Wan and Li Minglu, 2015;Chen et al., 2021;Greco et al., 2020;Guan & Yam, 2015).

In the period of transformation and development, there are new situations and new demands for enterprise innovation, and it is urgent to systematically think about the research and design of enterprise innovation policy system. For example, the product creation process under the digital background is deeply affected by digital technology, which further promotes the transformation of the organizational mode of enterprise innovation from vertical integration to bilateral decentralization, showing platform and ecosystem characteristics, and triggering the system design requirements of the public sector under the big data environment (Chen et al., 2022;Marcel, Henry, & Carlos, 2018); Another example, under the background of urgent breakthroughs in key core technologies, the problems of how to guide innovation entities to invest in basic research, strengthen the core innovation capability of enterprises, and improve the policy support system of basic research of enterprises have not been solved (Liu Xilin and He Yubing, 2011; Lv Wei, 2018;Ufuk, Douglas, & Nicolas, 2021;Schillo & Kinder, 2017); Finally, under the impact of the new crown pneumonia epidemic, the trend of anti-globalization is on the rise and geopolitical risks are on the rise. Enterprises are facing multiple risks such as target market adjustment, supply chain reconstruction, and transnational R & D cooperation is blocked. The difficulty and uncertainty of innovation are further increased. The intervention mode and support system of government departments are also worth discussing (Filippo, 2021;Santos et al., 2021). At present, China is forming a new development pattern with domestic large cycle as the main body and domestic and international double cycle promoting each other. It is of great significance to study and think about the optimization of enterprise innovation policy system, which is of great significance to strengthen the enterprise as the main body of innovation and improve the market demand-oriented technological innovation system.

To this end, this solicitation takes "Enterprise Innovation Policy system" as the theme column. We sincerely welcome well-known experts and outstanding young scholars from different professional backgrounds (management, economics, sociology, psychology, informatics and other fields) to actively contribute articles to deeply explore the relevant research on enterprise innovation policy system in the field of science and technology policy and innovation policy.
