I would like to emphasize that the expected goal realization time, that is to say, there needs to be a time dimension of thinking. The market is always a process of continuous improvement over a certain period of time, not like building a house in one step. Therefore, in order to support exploration and reduce the improper influence of policies on the development of the digital economy, it is necessary for industries and regions at different stages of development to carry out policy practice, identify problems in the course of policy experiments and make continuous improvements. The policy experiment is expected to take 10-15 years to complete, that is, the paradigm shift triggered by the penetration of digital transformation into all aspects of scientific research, production, life and market may not be finalized until 2035. Therefore, it is necessary to consider what to do first and then what to do in 2035. I think we need to focus on three issues.

The first is the legal issue.The issue of data rights and data privacy is a common concern of the academic circles, the industry and the government. Many policies and laws have been issued abroad. In practice, it is also found that the issues of digital property rights and privacy protection are very complex and difficult to achieve overnight. It needs to be promoted through policy experiments, rather than solving all problems at once, so as to avoid over strict protection of digital property rights and privacy, which restricts the rapid development of digital economy.

The second issue is technical standards.The important basis for the circulation and use of data is data technology standards. Data technology standards involve all aspects of environmental development. The problem of data islands in the past can only be solved by accelerating the standardization of data technology. The experience and lessons of the construction of smart cities in the past are worth summarizing. It is necessary to accelerate the innovation of management systems and mechanisms in major data market departments and promote the standardization of digital technology through management innovation.

The third is the design of the data management system.In my opinion, the design of data management system can not be done once and for all, nor should it pursue perfection. We can take a similar way to the experimental zone of digital economy innovation and development of the national development and Reform Commission, give full play to the decisive role of market allocation of resources, and constantly improve through pilot projects. For example, in addition to supporting the exploration of digital economy innovation and development pilot zones, we can learn from some important industries to carry out experimental exploration of digital economy innovation and development. For example, the case of fishing boat-related data mentioned by teacher Zhang state-owned today is actually an industry data management experiment, which can also be used for reference in other industries.
