What Kind of New R & D Institutions Have High Innovation Performance? -- Configuration Analysis Based on TOE Framework


Abstract:Taking 39 new research and development institutions in Guangdong Province as a research sample, the influence factors of high innovation performance of new research and development institutions and their promotion paths are discussed by using fuzzy set qualitative comparison method (fsQCA). The study found that:(1) a single influencing factor is difficult to promote new R & D institutions to achieve high innovation performance, but the combination of different factors has a significant impact;(2) there are five paths to drive high innovation performance, including technology-driven government support, technology-driven environmental support, organization-supported ecological promotion, ecological support talent promotion and full-dimensional collaboration;(3) The driving mechanism of non-high innovation performance is one path, and there is an asymmetric relationship with the driving path of high innovation performance. The conclusion of the study not only expands the theory of performance management of new R & D institutions, but also provides decision support for the government and new R & D institutions to optimize the path of performance improvement.

Abstract:Based on the internal data of 39 new R&D institutions in 15 prefecture level cities of Guangdong Province, with the help of TOE theoretical framework model, this paper uses configuration thinking and fsQCA method to integrate the above three levels and six conditional factors, and discusses the multi-dimensional combination factors and promotion path mechanism that affect the innovation performance of new R&D institutions. The conclusions are as follows: By using fsQCA3.0 software to test the necessary conditions of innovation performance of new R&D institutions, it is found that the innovation performance of new R&D institutions is affected by many factors, rather than a single factor. There are five ways to achieve high innovation performance of new R&D institutions, namely, technology driven government support, technology driven environment support, organization support, ecological promotion, ecological support, talent promotion and full dimension collaboration. Among the five paths of high innovation performance, configuration 1 a and configuration 1 b refer to the linkage matching of high-tech infrastructure and environmental factors. Configuration 2 refers to the linkage between R&D investment in organizational factors and regional environment in environmental factors. Configuration 3 refers to the linkage between high-level talents and environmental factors. Configuration 4 refers to the combination of technical factors, organizational factors and environmental factors. What's more, there is an asymmetric relationship between the non-high innovation performance path and the high innovation performance path. Based on the above conclusions, policy makers can compare the five paths to achieve high innovation performance of new R&D institutions according to the current situation of resource allocation elements of new R&D institutions, and optimize resource allocation from three aspects of technical factors, organizational factors and environmental factors, so as to achieve high innovation performance. In addition, we can also carry out drastic reform to learn how to optimize the allocation of resources from different new R&D institutions, so as to improve innovation performance. From the perspective of the construction of new R&D institutions, we can further improve the top-level design of new R&D institutions from the three aspects of innovation elements of “technology organization environment” and their mutual collaboration. From the perspective of holistic configuration, this paper considers how to promote new R&D institutions to produce high innovation performance. Based on this, we can explore the path of scientific and technological system innovation and promote the high-quality development of new R&D institutions by building a multi-dimensional and full perspective linkage development system of “policy, industry, academic, R&D, service, finance and investment”. From the perspective of government policy-making, we can create a good innovation environment based on the perspective of “technology organization environment”, and support new R&D institutions in different situations. First, we should improve the technical infrastructure through sufficient funds, and help the development of institutions through other ways, such as formulating relevant policies, tax relief or other forms of subsidies. Second, we should create a new human resource competitive advantage system of R&D institutions through policy guidance, activate the potential of human capital, and promote the further release of “talent dividend”. Third, through the construction of innovation network circle of friends of new R&D institutions, create a diversified investment mechanism with wide participation of innovation subjects and social forces, and jointly help the sustainable development of new R&D institutions.
