[Paper Express] Has the Strategy of Science and Technology Aid to Xinjiang Improved the Innovation Ability of Xinjiang?


Abstract:Science and technology assistance to Xinjiang is a major strategic measure for the state to promote independent innovation and self-development in Xinjiang border minority areas, and to solve the contradiction of unbalanced and inadequate regional development. Based on the panel data of 11 provinces in the western development from 2003 to 2017, this paper empirically tests the influence of science and technology assistance strategy on Xinjiang's innovation ability by using double difference method. The research finds that science and technology assistance strategy has a significant negative impact on Xinjiang's innovation ability, which indicates that science and technology assistance strategy fails to effectively improve Xinjiang's innovation ability. The dynamic effect analysis also shows that, the strategy of science and technology assistance to Xinjiang not only failed to improve the innovation ability of Xinjiang, but also caused the innovation and development of Xinjiang to fall into a "policy trap". The results of further influence mechanism test show that the technical effect, configuration effect and structural effect play an intermediary role in the influence of science and technology assistance to Xinjiang on the innovation ability of Xinjiang, however, the three major effects failed to play an effective role, resulting in the "low efficiency trap" of the accumulation of innovation resources of science and technology assistance in Xinjiang, the insufficient role of market allocation of innovation resources in Xinjiang, the dependence of industrial enterprises enjoying policy support on policies, and the extrusion of competitive enterprises by policy support are the important reasons why Xinjiang regional innovation and development fall into the "policy trap.
