In order to thoroughly study and implement Xi Jinping's thoughts on socialism with Chinese characteristics in the new era, fully implement the spirit of the Central Talent Work Conference, and fully demonstrate the spirit of the majority of young talents in the great journey of promoting high-level scientific and technological self-reliance and self-reliance. The China Science and Technology Association is scheduled to hold the first China Science and Technology Youth Forum in the second half of 2022. The relevant matters are hereby notified as follows.
We will thoroughly implement the strategy of strengthening the country with talents in the new era, implement the spirit of General Secretary Xi Jinping's important instructions on "young talents as the source of national strategic talent power" and "support young talents to take the lead and play the leading role." build a platform for young talents to exchange views, share experiences and collide ideas, and find a number of innovative talents facing the world's scientific and technological frontiers, facing the main economic battlefield, facing the major needs of the country, and facing the people's life and health, extensively mobilize young talents to provide advice and suggestions for the development of the party and the country's scientific and technological undertakings, help young talents to show their style, stand out, and grow into newcomers of the era who cherish the "big country" and are worthy of the important task of national rejuvenation, in order to promote the realization of high-level scientific and technological self-reliance Contribute wisdom and strength.
Self-reliance, self-improvement, vision of the future
Young scientific research team leaders under the age of 40 in various fields and industries, scientific and technological talents, outstanding engineers, high-skilled talents, scientific and technological management talents, and system cadres of the Association for Science and Technology (born on or after January 1, 1982).
The forum is conducted through paper review and speech appraisal. Based on their own field and industry, participants tell about their actual scientific research experience, innovation practice, ideological perception or actual witness of major achievements, struggle stories, touching deeds, etc. of scientific and technological talents, focusing on the key difficulties and pain points in scientific and technological innovation, from enhancing the original innovation ability, improving the overall efficiency of the innovation system, strengthening the integration of scientific and technological innovation resources, improving the layout of scientific and technological innovation forces, enhancing the efficiency of scientific and technological input and output, optimizing the scientific and technological talent team, promoting the reform of the scientific and technological evaluation system, strengthening international scientific and technological exchanges, optimizing the ecological environment of scientific and technological research, and strengthening the governance of scientific and technological ethics, etc, for the country to deeply implement the strategy of rejuvenating the country through science and education, the strategy of strengthening the country with talents, and the strategy of innovation-driven development, promote the realization of high-level scientific and technological self-reliance and self-reliance, and build a world scientific and technological power.
The forum is divided into stages of works collection, preliminary evaluation, thematic sub-forum, general forum, and application of results.
May-July through the organization recommended and public channels to collect papers. The National Society, the Provincial Association for Science and Technology, various departments and directly affiliated units of the China Association for Science and Technology, relevant university science and technology associations, enterprise science and technology associations and other relevant units are the organization and recommendation channels for this forum. At the same time, in the "home of online science and technology workers" platform for the majority of young talents to set up open participation channels.
The thesis works are mainly policy-based articles, not general academic papers, such as scientific and technological frontier trends, fresh cases at home and abroad, vivid stories of scientific research, etc. The article needs to solve the problem as the main purpose, adhere to the problem-oriented, goal-oriented and effect-oriented, generally not more than 3000 words. In the process of writing the paper, participants can ask the expert leaders of their teams and units to give guidance.
Preliminary (II) evaluation
The first review was conducted in July. Experts were organized to review the papers and about 160 contestants were selected to enter the sub-forum. The details will be notified separately.
A special sub-forum will be held in August. There are four sub forums with the themes of "facing the world's scientific and technological frontier", "facing the main economic battlefield", "facing the major needs of the country" and "facing people's life and health". The contestants who entered the sub-forum gave live speeches around their papers, and selected about 10 first prizes, about 30 second prizes, about 60 third prizes and several nominations.
Hold general forum activities in due course. Invite outstanding winners to give on-site speeches to exchange views and show the elegant demeanour of young scientific and technological talents. The general forum takes the form of TED speeches, inviting academicians, experts, leading talents in science and technology, relevant responsible comrades of relevant ministries and commissions, central enterprises, and institutions of higher learning, and relevant responsible comrades of the China Association for Science and Technology, the National Society, and the Local Association for Science and Technology. Through the combination of professional evaluation and on-site voting, the best strategy award, the best style award, the best popularity award and other special awards are produced.
Application of (V) results
The forum will give full play to the advantages of the platform resources of the Association for Science and Technology, and report the important theoretical views and key opinions and suggestions of young talents to the central government through the "Suggestions for Science and Technology Workers" and "The situation of the Science and Technology Sector"; the winners will be included in the expert team of the China Association for Science and Technology "Youth Think Tank" And the China Association for Science and Technology Talent Contact Database, participate in the construction of think tank through multiple channels, participate in the national conditions of the China Association for young science and related activities, and related activities; according to the actual situation, the outstanding winners are recommended to participate in the national innovation competition award, China Youth Science and technology award, China Young Female Scientist Award and China Association for science and technology youth talent support project and other science and technology awards and talent project selection; the excellent papers of the forum will be published and recommended to the corresponding science and technology journals according to the academic level of the papers.

(II) strengthen solidarity services and enhance work skills.All relevant units should use the China Science and Technology Youth Forum as an important platform for uniting, leading, contacting and serving young talents, and closely contacting a group of young talents through the forum to improve the ability and level of talent work.
(III) strengthen the prevention and control of the epidemic, do a good job of support and protection.All contractors should strictly abide by the requirements of epidemic prevention and control in the place where the event is held, and strictly implement the prevention and control measures. Seriously do a good job in the service guarantee of the forum. During the forum, the boarding and lodging expenses shall be borne by the organizer, and the intercity transportation expenses shall be borne by the unit where the trainees work.
1. Organize the recommended channel participation method.All organizations are requested to recommend channels to fully mobilize outstanding young talents in this system, this field, this industry and this region to participate. Young talents with advanced deeds can be invited, especially those who are struggling in major national engineering projects and national key laboratory systems. Please recommend about 5 papers each by the national society, about 10 papers each by the provincial association for science and technology, about 2 papers by various departments and directly affiliated units of the China association for science and technology, and other units will recommend the best papers according to the actual situation. Please summarize the application form, papers and other materials (see annex) before July 15, 2022 and submit them through the "Science and Technology Association System Online Party School" (website: http://xuexi.cast.org.cn/).
