Abstract:With the new wave of information technology and scientific and technological revolution, digital technology with digital technology and data science as its connotation has become an important supporting force to promote the innovation and development of smart cities. As a high-end form of modern urban development, smart city is a comprehensive giant system with high complexity and continuous evolution. To build a new type of smart city theory with Chinese characteristics, it is necessary to express the concept of smart city in China, and to reflect the new development concept and law of the city under the characteristics of emerging powers empowered by digital technology. At present, smart cities are gradually entering a new stage of high-quality transformation, and emerging digital technologies have become an important driving force for this stage of development. In this context, technology penetration, ecological empowerment and service dominance are becoming the driving force for the sustainable development of China's smart cities. From a holistic perspective, the governance logic of smart cities is reshaped. The new smart cities embody several basic characteristics such as ubiquitous intelligence, scene integration, decentralized grid and data drive. The development and application of digital technology enable the development of new smart cities by transforming data resources into data capabilities, reshaping organizational processes and value creation networks, and integrating service scenes. To sum up, the following research enlightenment is drawn: to build a new smart city theory with Chinese characteristics, it is necessary to strengthen the "people-oriented" development logic of smart cities, reshape the overall governance plan of smart cities, and improve the long-term participation mechanism of multi-subject co-governance of smart cities.

Abstract: With the new wave of information technology and scientific and technological revolution, digital technology, represented by digital technology and data science, has become an important supporting force to promote the innovation and development of smart city. At the same time, the development of smart city in China has gone through the evolution stages of concept introduction, pilot exploration and high-quality development, and has now entered the development stage of a new type of smart city with data-driven core, people-oriented, coordinated and intensive, and collaborative innovation. The government attaches great importance to the development of new smart cities, which has become a national strategic choice for the construction of digital China and the development of digital economy. The smart city is gradually stepping into a new stage of development of high-quality transformation, and emerging digital technology has become an important driving force in this development stage. Digital technology is a series of technologies based on a new generation of information and communication technologies and cloud technology, with data as the key elements, data empowerment as the main line, digitalization and intelligence as the main target, in order to promote the digital transformation of eco⁃ nomic society, promote digital innovation, support the sustainable development of digital economy and smart city development. The new smart city is a Sinicized expression of the concept of smart city, which fully reflects the urban development concept with Chinese characteristics, in the context of the continuous penetration of digital technology and the actual needs of economic society, with serving the people wholeheartedly as the core. Through literature review, this paper found that the new smart city is a high-end new form of modern urban development. The "new" is mainly reflected in new application technologies, new service modes and new business scenarios. At this stage, technology penetration can provide internal driving force for new smart cities; ecological empowerment can provide development space for new smart cities; and service leadership can provide innovation space for new smart cities. New smart cities are characterized by ubiquitous intelligence, scene fusion, decentralized grid and data-driven. Digital technology enables the development of new smart cities by trans⁃ forming data resources into data capabilities, reshaping organizational processes and value creation networks, and integrating service scenarios. The path of smart city development empowered by digital technology mainly includes dynamic intelligent perception, big data decision-making assistance and data exchange and sharing. Data, connectivity and intelligence are ubiquitous. Digital technology is driving the evolution of urban lifestyles and governance mechanisms. To sum up, this study draws the following enlightenments: to construct a new smart city theory with Chinese characteristics, it is necessary to form an effective drive of digital technology under the scenario of "digital China", strengthen the "people-oriented" development logic of smart city, reshape the overall governance scheme of smart city, and improve the long-term participation mechanism of multi-subject co-governance of smart city.
