On June 15, 2019, the second China intellectual property Policy and Management Development Forum was held in Chongqing. More than 170 leading experts from the State intellectual property Office, University of Chinese Academy of Sciences, Zhejiang University, Wuhan University, Tongji University, Xiamen University, Huazhong University of Science and Technology, Dalian University of Technology, China National Petroleum Corporation, Chongqing intellectual property Office and other relevant departments attended the meeting.
This forum is co-sponsored by the Intellectual Property Policy and Management Committee of the China Science and Technology Policy Research Association and Chongqing University of Technology. The theme of the conference is "Intellectual Property Power Strategy in the New Era". At the opening ceremony, Professor Shi Xiaohui, the dean of Chongqing University of Technology, and Professor Zhu Xuezhong, the director of the special committee, respectively extended a warm welcome to the guests on behalf of the organizers. President Shi Xiaohui said that this forum provides an important academic exchange platform for experts and scholars engaged in intellectual property policy and management research across the country, and will actively promote the development of my country's intellectual property policy and management disciplines. At the same time, he sincerely hopes that the forum can form effective The decision-making suggestions have a positive social impact and promote the vigorous development of China's intellectual property industry. Professor Zhu Xuezhong, director of the special committee and professor of Tongji University, said that at present, the national intellectual property policy science and management research is in a critical period: on the one hand, the state officially launched the formulation of the strategic outline of intellectual property power in 2019. members of the special committee and academic colleagues should take "based on academics and supporting decision-making" as their own responsibility to effectively serve the construction of an intellectual property power. On the other hand, a new round of national discipline catalogue is facing adjustment, the construction of intellectual property discipline may usher in new development opportunities and requires everyone's joint efforts.
After the organizer's speech, the forum entered the keynote speech. Professor Mu Rongping, Chairman of the China Science and Technology Policy Research Association Regarding intellectual property strategy, planning and policies, Comrade Deng Chenming, former bureau-level inspector of the Theory Bureau of the Central Propaganda Department, addressed Sino-US trade and intellectual property rights, and Director Han Xiucheng of the Intellectual Property Development Research Center of the State Intellectual Property Office. Secretary-General Zhao Zhibin of the China Intellectual Property Research Association, director Li Leiting of Chongqing Intellectual Property Office provided wonderful views on the "integration of knowledge and research" to promote policy management innovation.
Focusing on the formulation of the new round of national intellectual property strategy outline, this forum also arranged two round tables: "Intellectual Property Power Strategy in the New Era" and "Intellectual Property Science Policy and Management Research Frontier. After fierce competition and interaction, the participants agreed that the strategy of strengthening the country with intellectual property rights should fully consider the changes in the development environment at home and abroad, focus on key issues such as intellectual property science policy, strong enterprise construction, interdisciplinary personnel training, and popularization and publicity of intellectual property culture, and implement effective reform response.
In order to promote the academic exchange of intellectual property policy and management research in China, this forum has the links of paper solicitation, excellent paper evaluation and paper report. The conference received a total of 82 conference submissions from 38 units. The topics mainly focused on intellectual property strategic planning, intellectual property quality, intellectual property review mode, intellectual property litigation, intellectual property military-civilian integration, patent technology spillover, and the transformation of scientific and technological achievements in universities. Thirty-eight paper authors reported their research results in two "parallel forums" and "graduate student forums", respectively. After strict selection procedures and academic misconduct detection, this forum finally selected 10 excellent papers. Liu Linqing and Tan Chang of Wuhan University won the award for their "Dynamic Evolution and Upgrade Path of China's Intellectual Property-intensive Advantageous Industry Portfolio.
Before the second China Intellectual Property Policy and Management Development Forum was held, on the evening of June 14, the Intellectual Property Policy and Management Special Committee of the China Science and Technology Policy Research Association organized the "Third Special Committee Member Meeting". Chairman Mu Rongping of the Research Association attended the meeting for guidance. The meeting discussed and approved the supplementary matters of 12 members including Qi Yong, and confirmed that Wuhan University of Technology was qualified to hold the "Third Intellectual Property Policy and Management Development Forum. The members of the special committee also conducted heated discussions on how to improve the organizational structure of the special committee, develop intellectual property policy science, and build an academic research community.
