On April 27, 2019, the fourth plenary meeting of the 7th China Science and Technology Policy Research Association Scientometrics and Information Metrology Professional Committee was held at Southwest University. The meeting was presided over by Qiu Junping, chairman of the Professional Committee of Scientometrics and Information Metrology. Teachers such as Jiang Guohua, Liang Liming and Dang Yaru, consultants of the special committee, attended the meeting. More than 30 members of the special committee attended.
                                            

This meeting mainly reviewed the work summary of the special committee in 2018, the work plan in 2019, the supplementary proposals of the deputy chairman, deputy secretary-general and members, and the application proposal of the organizer of the next seminar.

On the first agenda of the meeting, Yang Siluo, Secretary-General of the Special Committee, reported on the work summary of the Special Committee in 2018 and the work plan for 2019. Yang Siluo reported on the current number of members and regional distribution of the special committee, and proposed that the composition structure of the special committee members is continuously optimized, but at present, we still need to make joint efforts to further expand the number of members and the number of registered members of the research association, and further enhance the activities and influence of the special committee. In 2018, the special committee improved its internal management by updating and improving the roster of members and maintaining QQ and WeChat groups. By sending information and academic information from time to time, the contact and exchange between members and members have been strengthened. By standardizing the organization and management of the special committee, the service ability, coordination ability and accumulation ability of the special committee have been improved, and the attraction and cohesion of the special committee have been enhanced. At the same time, the third plenary meeting of the professional committee held in Tongji University in 2018 was reviewed and summarized. In 2018, the special committee also hosted, hosted and co-hosted a number of important academic conferences: in October 2018, it hosted the metrology sub-venue of the 14th China Science and Technology Policy and Management Academic Conference; hosted the 5th China Journal Quality and Development Conference; co-organized the 2018 Tianfu Forum on Science Metrology and Science and Technology Evaluation and the 2nd National "Double First-class" Construction and Evaluation Forum. In 2019, the special committee will attract and train professional scholars through a series of activities such as setting up the excellent paper award of the special committee, holding professional periodicals (periodicals), continuing to hold (co-organizing) a series of professional conferences, realizing the dynamic adjustment of the members of the special committee, continuing to expand the scale of the special committee and continuously strengthening the assessment system.
                                             

The second item of the meeting is the supplementary deliberation of the deputy chairman, deputy secretary-general and committee members. The meeting deliberated and passed the supplementary proposal, and unanimously agreed that Professor Han Yi of Southwest University, Professor Zhang Lin of Wuhan University, Professor Shu Fei of Hangzhou University of Electronic Science and technology, Professor Wang Xianwen of Dalian University of technology and Professor Yang Siluo of Wuhan University should be added as vice chairman; Song Yanhui of Hangzhou University of Electronic Science and technology should be added as Deputy Secretary General; experts and scholars such as Yu Yisheng of South China Normal University, Zhang Rui of Hangzhou Dianzi University, Huang Ying of Wuhan University, Yu Houqiang of Nanjing University of Technology, Wu Jinshan of Beijing Normal University, and He Ying of Tianjin Normal University were added as members of the special committee. Through this supplement, it will play a positive role in improving the efficiency of the special committee, optimizing the structure of the special committee, and promoting the development and internationalization of scientometrics and information metrology.
The third item on the agenda of the meeting is the application for deliberation by the organizer of the next National Symposium on Scientometrics and Science and Education Evaluation. The meeting examined and approved the application report made by Song Yanhui, vice president of the China Institute of Science and Education Evaluation of Hangzhou University of Electronic Science and Technology, and decided that the 12th National Symposium on Scientometrics and Science and Education Evaluation would be hosted by Hangzhou University of Electronic Science and Technology.
The participating members actively exchanged and discussed, and fully expressed their views. Through this meeting, the organizational construction of the special committee has been further developed and improved, and the convening of the special committee has achieved the expected results and achieved a complete success.
