More than 70 students from more than 30 institutions in 17 provinces and cities across the country participated in the training. The seminar focuses on the five aspects of ability that science and technology think tank researchers need to focus on improving-"knowing the general trend, understanding methods, being able to write, being good at communication, and being able to communicate". Scholars and experts from national high-end think tanks and well-known institutions such as the China Institute of Science and Technology Development Strategy, the China Institute of Science and Technology Information, Duke University in Kunshan, and the Shanghai Academy of Social Sciences conducted in-depth explanations and discussions on related issues, it also launched a symposium on the construction of science and technology think tanks and exchanges and cooperation.

                                                             
Researcher Chen Baoming, member of the Chinese Academy of Science and Technology Development Strategy, focuses on the situation and needs of my country's scientific and technological innovation, the achievements and contributions of my country's scientific and technological progress, and the pattern and strategy selection of regional innovation development. The frontier hotspots of scientific and technological innovation such as the efficiency of the use of scientific and technological funds and the construction of scientific and technological think tanks are elaborated. He believes that the achievements and contributions of China's scientific and technological progress are mainly reflected in the improvement of the overall technological level and development foundation of a developing country. China has become an important participant in the world's scientific and technological innovation activities and an important contributor to the output of scientific and technological innovation. Regarding the pattern and strategic choice of regional innovation development, researcher Chen Baoming believes that the globalization of innovation element flow and innovation ecology have become the key to the comparative advantage of regional development. Under the strategic regional layout such as the high-quality development of the Yangtze River Economic Belt and the regional integration of the Yangtze River Delta, the national regional competition pattern is being adjusted. Researcher Chen Baoming also combined his own work experience and working methods to have in-depth exchanges with the students. He believes that the topic selection of think tank research is the most important. Dr. Denis Simon, executive vice president of Duke University in Kunshan, professor of Duke Fuka School of Business in the United States, and winner of China's National Friendship Award, "Innovation, the Chinese Economy,and China's Evolving New Global Posture: Implications for Think Tanks" report mainly shares four perspectives: First, how do you view the current Chinese economy? The four key words are change (China's changes are fast and ubiquitous), turbulence (China's changes are multi-dimensional and multi-directional), contradiction (openness and restrictions in some fields), and innovation (innovation is the core of the transformation from world factories to knowledge-based economies); Second, the global competition facing the 21st century is mainly reflected in intellectual property wars, talent wars, patent wars, standards wars, innovation wars, etc. China has now become the world's second largest country in research spending, but the quality of research and development is still far behind the United States. If China wants to become a technology leader, it is impossible to increase R & D investment alone, because only money can't buy innovation; the third is the positioning of China's "new era", "new era" is the word proposed by President Xi Jinping. The term not only refers to the new era of Chinese history, but also the development of the entire world. China uses science and technology, education, and talents as the support to promote the development of China's innovative economy, gradually become the world's central economy; the fourth is to suggest that as a think tank or scientific research personnel, the next need to focus on five aspects: a better understanding and analysis of cross-industry competition and cooperation models, changes in different industries for new talent skills, and technological changes Such as the impact of artificial intelligence on the industrial structure in some fields, sino-US trade friction is the impact of the new Sino-US policy on the country, the impact of foreign investment of enterprises and China's new role in the global value chain. Liu Zhihui, deputy director of the China Institute of Science and Technology Information and the Research Center for Intelligence Theory and Methods, "Intelligence Analysis Methods for Science and Technology Decision-making-Theory and Practice", from the perspective of science and technology intelligence analysts, mainly shares the following four aspects: First, think tanks There are similarities with intelligence, especially consistency in the role of decision support. At the same time, it further analyzes the evidence-based decision-making situation in the United Kingdom, the United States, and Japan, and finds that researchers lack understanding of statistical data analysis and research knowledge; second, innovation decision-making requires social background, academic background, technical background, data background and research paradigm, etc. The support of new theories, new methods, and new technologies; third, how to use scientific and technological big data to support scientific and technological innovation decisions? First, science and technology information big data mining and intelligence analysis, that is, multi-source heterogeneous science and technology information data processing, integration and organization, large-scale science and technology information data real-time analysis and interactive calculation, science and technology information big data visualization, knowledge discovery and interpretation. The second is the scene design for specific decision-making problems, that is, mining scientific and technological decision-making needs and defining problems; Select the scope of data collection and model methods; Plan the scientific and technological decision-making process and record the process; Fourth, combined with the concepts of knowledge map, visual analysis and data modeling, the evidence-based analysis platform-innovation map based on knowledge map is analyzed. This paper introduces that the innovation map is mainly used to analyze the development status of scientific and technological innovation at multiple levels such as the country, region, province, and city, discover the contained laws of scientific and technological innovation, predict the future development trend of scientific and technological innovation, and support the country, region, province, city, and even innovation subjects. Li Ling, deputy director of the Think Tank Research Center of the Shanghai Academy of Social Sciences, introduced the observation, tracking and understanding of the development of Chinese think tanks in the past 10 years since the establishment of the Think Tank Research Center of the Shanghai Academy of Social Sciences, based on the research practice, this paper analyzes the connotation, development stage, development context, think tank classification, regional distribution, research focus, influence, development confusion and the management and operation mode of foreign well-known think tanks. It focuses on the evaluation indicators, evaluation methods, and the development and application of think tank results of the "China Think Tank Report" released by the center for six consecutive years since 2013. He believes that there is a new trend of small institutions and large networks in the development of think tanks, such as cross-national, cross-continental, and cross-professional think tank networks. In the process of construction, Chinese think tanks still have problems such as "hot" and "cold", "hot" and "cold", "hot" and "cold", "seeing" things "but not" people. Regarding the writing of special reports, the topic selection should be concerned with decision-making consultation and response to social needs; in terms of research content, the research of think tanks cannot be separated from academic support, but also pay attention to the policy window. Li Chuncheng, deputy director of the Regional Innovation Committee of the Chinese Society of Science and Science and Technology Policy, and former director of the Tianjin Institute of Science, focused on issues such as what is planning, the importance of planning, and how to do a good job in planning, and shared participation in the organization based on the actual work Experience in planning. Director Li first reviewed the new concepts and methods of scientific and technological strategic planning since the founding of New China 70 years ago. He believes that planning is a new concept, new vision and new task. It is also a collaborative process of decision-making level to reach the consensus of all social interests. The consensus of vision and concept needs the support of strategic research. Only by understanding the trend characteristics and laws of scientific development can we reflect the scientific, forward-looking and leading nature in the planning, such as the regional agglomeration effect of scientific and technological innovation, from innovation institutions to innovation platforms, from scientific community to innovation community, about the personification of knowledge to the capitalization of knowledge, from science and technology investment to science and technology investment, and so on. To do a good job in strategic planning, the mechanism is very important, how to layout, how to design, how to organize strength is the key, brainstorming, crowdfunding is a good planning means and method, to build a multi-level communication, exchange platform, gathering social ideological resources and capabilities. At the same time, the planning cycle is also a period of strategic opportunities for the development of science and technology think tanks. Local think tanks can participate more in planning research, which also plays an important role in cultivating talents. In the writing of the research report, the structure (innovation point) is the core. Collective discussion and mutual inspiration at all stages are also very important. To establish a broad vision and overall point of view, strategic vision; Use the situation on the surface to illustrate the breadth and the situation on the point to illustrate the depth. Use advanced theories as a guide; Pay attention to titles at all levels; Use more intuitive charts to illustrate viewpoints and conclusions. Li Zhijian, deputy director of the Regional Innovation Committee of the China Science and Technology Policy Research Association and chairman of the Guangdong Asia-Pacific Innovation Economic Research Institute, focused on sharing the path and thinking of Guangdong-Hong Kong-Macau Greater Bay Area in building a world-class science and technology innovation center. The urban integration proposed by the Guangdong-Hong Kong-Macao Greater Bay Area, enhancing the flow of innovation elements, and improving the efficiency of resource allocation have a great role in promoting regional collaborative innovation. In the future, it is a general direction to break the barriers of administrative regions and gradually transition from administrative regions to functional regions. The specific path to building a world-class science and technology innovation center is to focus on open cooperation and give full play to the international business environment of Hong Kong and Macao. In addition, these advantages should be brought together by the global financial center, the global manufacturing center, the global trade center and the global innovation highland to form a greater superposition effect. The second is to deepen the breakthrough of regional innovation system and mechanism. Recently, the State Intellectual Property Office has settled in the development zone of Guangzhou as the intellectual property center of Guangdong, Hong Kong and Macao. In the next step, it may be ready to join hands with Guangdong, Hong Kong and Macao to combine the examination, inspection and arbitration of global intellectual property rights. In particular, under the background of globalization, Belt and Road Initiative should consider how to break through the system and mechanism from a global perspective. Third, it focuses on industrial collaborative innovation. A very important point of regional innovation is how to build an industrial innovation ecosystem. Industrial collaboration is to form an open innovation ecology of different cities, parks and enterprises. Deputy Director Li Zhijian also explained how the writing of think tank reports is lively, reiki and grounded, taking into account the actual cases of decision-making consultation. He believes that making decision-making consultation reports is different from academic research. The positioning intention should be higher, the consideration dimension should be higher, the logic should be strong, and there should be theoretical support. The results of decision-making consultation should be grounded, so that users have a sense of scene and gain, so that the report is more valuable, and strategic thinking should be implemented. It is not easy to be a think tank. The emphasis is on persistence.

                                                        
The seminar also paid great attention to think tank training and cooperation, and specially arranged a symposium on "New Era Science and Technology Think Tank Construction and Cooperation and Exchange" to provide participants with opportunities to communicate, seek cooperation and a platform to express their views. The symposium was presided over by the Secretary-General of the Regional Innovation Committee of the China Science and Technology Policy Research Association and Director Yang Yaowu of the Shanghai Institute of Science and Technology Policy. Each student discussed the development laws of think tanks and exchanged learning experiences based on the actual conditions of individuals and their respective units. The issues that everyone is concerned about mainly involve how to make talent evaluation more effective and three-dimensional. How to build the influence of think tanks; How to realize sharing and reference among think tanks through point-to-point cooperation mechanism and platform construction; How can developed regions help underdeveloped regions solve specific practical difficulties in scientific and technological innovation and promote the construction of local think tanks? The path exploration of the construction of think tanks in transformed information institutes, etc. Director Yang Yaowu concluded that the construction of think tanks in China is facing the development situation of accountability, effectiveness and directions, and needs to adhere to the development principles of demand-oriented, problem-oriented and effect-oriented. Think tank construction should do three additions. One addition is to build a platform while building think tanks. The influence of think tanks depends more on what kind of platform they offer advice and suggestions. The second addition is project plus product. Think tanks cannot be satisfied with doing topics and must provide users with decision-making consulting products. The third addition is short-term extension. While completing short-term emergency tasks, there must be think tanks that can professionally and continuously promote what they do, innovate continuously around a certain point, and truly form insightful think tank products. Think tank talents should be from secretaries to senior staff, from miscellaneous experts to experts, from interpreters to practitioners, etc. Subsequently, Xue Xia, Deputy Secretary-General of the Regional Innovation Special Committee of the Chinese Society for Science and Technology Policy, introduced the basic situation and functional orientation of the special committee, as well as the contents and methods of the special committee to promote the construction of the academic community of science and technology think tanks and to provide support and services for local science and technology think tanks.

                                                         
At present, the in-depth implementation of the innovation-driven strategy and the actual demand for higher-quality development provide a broad space for the development of science and technology think tanks, and also put forward higher requirements for the quality and ability of science and technology think tank researchers. This seminar is the third seminar on the core competence of science and technology think tanks held since 2016. The teaching content has been further improved and the teaching methods have been further innovated, which has been positively affirmed by the trainees.
