On June 8-9, the first China Intellectual Property Policy and Management Development Forum and the third power generation intellectual property management forum were held in Chengdu. Experts and scholars from more than 50 universities and scientific research institutions, including the Chinese Academy of Sciences, Zhejiang University, Dalian University of Technology, Xiamen University, Tongji University, Huazhong University of Science and Technology, University of Electronic Science and Technology, and the State Intellectual Property Office, Sichuan Intellectual Property Office, Chengdu Nearly 300 people from the Intellectual Property Tribunal, Huawei, Changhong, Dongfang Electric and other government agencies and enterprises gathered at the University of Electronic Science and Technology, discuss the hot and frontier issues of intellectual property policy and management with Chinese characteristics.
 

This forum is co-sponsored by the Intellectual Property Management and Policy Professional Committee of the China Science and Technology Policy Research Association and the University of Electronic Science and Technology. At the opening ceremony, Professor Zeng Yong, vice president of the University of Electronic Science and Technology of China, extended a warm welcome to the academic and industry guests on behalf of the organizers. He said that when technological innovation needs to realize the transformation from imitative and applied innovation to disruptive innovation and leading original innovation, it is necessary to rethink and build a new innovation ecology among stakeholders such as universities, industries, and governments. It is hoped that this conference will provide an exchange platform for participating experts from the perspective of interactive integration of intellectual property policy and management. Professor Zhu Xuezhong, director of the special committee, conveyed the congratulations of Mu Rongping, chairman of the Research Association, to the forum. After the opening ceremony, the forum entered the keynote speech. Zhao Zhibin, Secretary General of China Intellectual Property Research Association, put forward the thinking of accelerating the construction of high-end intellectual property think tank with Chinese characteristics. Professor Zhu Xuezhong, director of the Intellectual Property Policy and Management Committee of the China Science and Technology Policy Research Association, and Professor Zhu Xuezhong of the Shanghai International Intellectual Property Institute of Tongji University, expressed incisive opinions on the influencing factors and ways to improve the quality of Chinese patents that are widely concerned by all sectors of society. Mr. Song Liuping, Supervisor and Chief Legal Officer of Huawei Investment Holdings Co., Ltd., has given effective solutions to the positioning and optimization of intellectual property policies and management from the perspective of companies that are wading in the global communications arena. Professor Song Hefa, deputy dean of the School of Intellectual Property of the University of Chinese Academy of Sciences, discussed the hotspots and difficulties of intellectual property value evaluation.

In addition, this forum also arranged two round tables on the topics of "Intellectual Property Development Model Transition: Policy and Management" and "Intellectual Property Research and Publication. After fierce competition and interaction on and off the stage, the participants agreed that in the new era of China's economic transformation from high-speed growth stage to high-quality growth stage, technological innovation from imitation innovation, applied innovation to subversive innovation, and leading original innovation, it is necessary for the development mode of intellectual property rights to realize the transition from "many" to "excellent" and realize the commercial value of intellectual property rights, as the starting point and destination of intellectual property policy and management.
 

In order to promote the academic exchange of intellectual property policy and management research in China, six parallel reports were held in this forum. A total of 61 authors reported the results of their papers. The topics involved intellectual property policy and international rule governance, technological innovation, industrial transformation and intellectual property, intellectual property operation and value evaluation, intellectual property protection and layout, patent application, examination and intellectual property scientific measurement, legal system and practice of intellectual property rights. After strict selection procedures and academic misconduct detection, this forum also selected 10 excellent papers.
 

After the forum, the Intellectual Property Policy and Management Committee of the China Science and Technology Policy Research Association held an enlarged meeting of its members. The meeting discussed and approved the addition of members of the special committee and the nomination of vice-chairmen, discussed and determined the work plan of the special committee in the second half of 2018, studied and implemented the important work arrangements of the special committee on intellectual property policy and management, and conducted heated discussions on how to improve and develop organizational institutions and build an academic research community. The members of the Intellectual Property Policy and Management Committee agreed that the committee will uphold the research purpose of "based on academics and service decision-making", enhance the supporting role of intellectual property management research in government decision-making and market practice, and strive to become a national intellectual property power.
