The 7th China Science and Technology Policy and Management Annual Conference and the First Round of the Council Meeting of the Research Association

2011 is the first year of the 12th Five-Year Plan. The Twelfth Five-Year Plan period is a critical period for my country to build a well-off society in an all-round way, deepen reform and opening up, and accelerate the transformation of economic development mode.

The 12th five-year Plan period is a critical period for China to build a well-off society in an all-round way, deepen reform and opening up, and speed up the transformation of the mode of economic development. Scientific and technological progress and innovation must be taken as an important support for the transformation of the mode of economic development. the cultivation and development of strategic emerging industries as an important direction to grasp the commanding heights of international scientific and technological and economic competition, and lead and promote China's sustainable development.

The 7th China Science and Technology Policy and Management Academic Conference and Research Council, sponsored by the China Science and Technology Policy Research Association, is scheduled to be held in Nanjing from October 22 to 23, 2011. The conference was hosted by the School of Economics and Management of Nanjing University of Information Technology, and co-organized by the editorial departments of "Science Research", "Scientific Research Management" and "Science and Science and Technology Management.

The theme of the conference is "Cultivating and developing strategic emerging industries-strategy, policy and management", focusing on the strategy, policy and management issues of the development of strategic emerging industries, as well as the development trend of science and technology policy, national innovation system and technology system Reform, regional innovation development and industrial innovation management and capacity building and other related issues, specific topics include:

1. Policies for fostering and developing strategic emerging industries
This paper discusses the policy ideas, policy measures and policy effects of the national cultivation and development of strategic emerging industries, the technological roadmap of industrial development, the industrial technology innovation system and innovation ability.
2. Enterprise innovation capacity building and industry-university-research cooperation
It involves the theoretical and empirical research of independent innovation, enterprise innovation ability and innovation management, and the driving force and mode of industry-university-research cooperation.
3. Reform of science and technology system and construction of national innovation system
It involves the reform of science and technology management system, the mode of resource allocation, the management of major science and technology projects and the theoretical and empirical research of the national innovation system.
4. Regional Innovation, Social Development and Improving People's Livelihood
It involves the theoretical and empirical research of regional innovation, the role of local government in scientific and technological innovation, regional innovation strategy and policy, scientific and technological innovation and social development, scientific and technological innovation and people's livelihood, etc.
5. Basic Theory and Discipline Construction of Science
It involves the theoretical progress of science and science and technology, research methods and discipline construction, and the theory and application of scientometrics.

Professor Fang Xin, chairman of the Chinese Society of Science and Technology Policy and Deputy Secretary of the Party Group of the Chinese Academy of Sciences, served as the chairman of the conference, and Professor Li Lianshui, vice chairman of the Chinese Society of Science and Technology Policy and president of Nanjing University of Information Technology, served as the chairman of the conference organizing committee. Professor Mu Rongping, vice chairman of the Chinese Society of Science and Technology Policy and Director of the Institute of Science and Technology Policy and Management of the Chinese Academy of the Chinese Academy of Science, served as the academic committee. The papers hired by the conference will be included in the conference proceedings, and the selected outstanding papers will be awarded certificates by the society and published in batches in the journals "Science Research", "Scientific Research Management" and "Science and Technology Policy Management.

The registration fee for conference representatives is 800 yuan/person, the registration fee for research association members is 700 yuan/person, and the registration fee for full-time graduate representatives is 400 yuan/person (excluding accommodation and travel expenses). The important dates are as follows: the deadline for submission of the title and abstract of the paper is July 15, 2011, the deadline for submission and receipt of the full text of the paper is September 10, 2011, and the deadline for acceptance notice and confirmation of participation is September 25, 2011. The requirements for writing papers should be in accordance with the requirements for submission of scientific research.
