After the baptism of the financial crisis, in 2010, China will soon complete the "Eleventh Five-Year" development period, enter a new "Twelfth Five-Year" development period, and enter a critical period of building an innovative country. The country's economic and social development will be guided by "Overall planning, innovation-driven, green growth, co-construction and sharing", with the goal of transforming the economic growth mode, focusing on improving independent innovation capabilities and cultivating strategic emerging industries, adjust and optimize the industrial structure, promote the sustainable development of resources and the environment, improve people's livelihood, and build a harmonious society. The future development of the country puts forward new challenges and research topics for science and technology policy research. In the context of green growth and low-carbon economy, how to adapt innovative strategies, policies and management to new development goals has become a common concern of the Chinese government, academia and business community. In order to promote research on innovation policy and management under the guidance of green growth and low-carbon economy, and to exchange the latest research results on the basic theories of domestic science, national innovation system and innovation capacity building, the 6th China Science and Technology Policy and Management Academic Conference and Research Council, sponsored by the China Science and Technology Policy Research Association, is scheduled to be held at the Institute of Science and Technology Policy and Management Science of the Chinese Academy of Sciences in Beijing from October 16 to 17, 2010. The conference was sponsored by the Institute of Science and Technology Policy and Management Science of the Chinese Academy of Sciences, and co-organized by the editorial department of Science Research, Scientific Research Management and Science and Technology Management.

The theme of the conference is "Innovation Strategies and Policies for Green Growth"

The main topics of the meeting were:
1. Hot and difficult issues in the 12th Five-Year Plan
related to innovation-driven national development strategies and policies, the characteristics, paths and strategies of low-carbon development,
Innovation strategy, policy and management in the field of energy, environment and sustainable development.

2. Construction of national innovation system and innovation of scientific and technological system and mechanism
It involves the new theoretical progress and empirical research of the national innovation system, the achievements of the reform of the scientific and technological system and the next development direction.

3. Enterprise innovation capacity building and innovation performance measurement.
It involves the measurement of enterprise innovation performance, strategic industrial technology innovation strategy and policy, etc.

Regional and social development
Involving scientific and technological innovation and regional development, the theory and practice of the construction of innovative cities and innovative parks, etc.

5. Scientific Theory and Discipline Construction
It involves the theoretical progress and research methods of science and science and technology, and the theory and method of science and technology planning.

Professor Fang Xin, deputy secretary of the Party Group of the Chinese Academy of Sciences and chairman of the Chinese Society of Science and Technology Policy, served as the chairman of the conference, and Professor Zhang Bihui, executive vice chairman of the Chinese Society of Science and Technology Policy, served as the chairman of the conference organizing committee. The papers hired by the conference will be included in the conference proceedings, and the selected outstanding papers will be awarded certificates by the society and published in batches in the journals "Science Research", "Scientific Research Management" and "Science and Technology Policy Management.

The registration fee for conference representatives is 800 yuan/person, and the registration fee for full-time graduate representatives is 400 yuan/person (excluding accommodation and travel expenses). The deadline for submission of the title and abstract of the paper is July 30, 2010, the deadline for submission and receipt of the full text of the paper is September 20, and the deadline for acceptance notice and confirmation of participation is September 25, 2010. The requirements for writing papers should be in accordance with the requirements for submission of scientific research.
