The International Society for Scientometrics and Inforometrics (International Society for Scientometrics and Informetrics, or ISSI) is the highest-level international specialty in the fields of bibliometrics, information metrology, scientometrics, technometrics, and webometrics.

"International Society of Scientometrics and Information Metrology" (International Society for Scientometrics and Informetrics, referred to as ISSI) is the highest-level international professional society in the fields of bibliometrics, information metrology, scientometrics, technical metrology, network metrology, etc. Its biennial conference is the highest academic level and most influential international conference in related fields.

The 14th International Congress of Scientometrics and Informetrics (ISSI2013) was held in Vienna, Austria, from 15 to 19 July 2013. The conference was co-sponsored by the International Society for Scientometrics and Informetrics, the University of Vienna and the Austrian Institute of Technology. A total of 392 experts and representatives from 42 countries were registered for this conference. China has 33 representatives registered, ranking second only to Germany among all countries.

Director of the Committee on Scientometrics and Information Metrology of the Chinese Society for Science and Technology Policy (hereinafter referred to as the "Special Committee"), Deputy Director of the China Institute of Science and Technology Information, Professor Qiu Junping, Deputy Director of the Special Committee, Director of the China Science Evaluation Research Center of Wuhan University, Professor Zhao Rongying of Wuhan University, and Researcher Pan Yuntao of the China Institute of Science and Technology Information were commissioned by the Chinese Society for Science and Science and Technology Policy and Technology Policy and Wuhan University, apply to the General Assembly for the right to host the 16th ISSI Congress in 2017.

During the three days from July 16 to 18, the delegates conducted substantial exchanges and discussions, and the conference was successfully concluded on the afternoon of the 18th. At the ISSI Council held on the evening of the 18th, China and the United States successively made presentations on their bid to host the 16th ISSI Conference in 2017. The members of the ISSI Council fully affirmed the work done by the China Science and Technology Policy Research Association and Wuhan University in the application process, and believed that China is more qualified to host ISSI2017 conferences. Finally, the ISSI Council voted to support the plan of the 16th ISSI Conference hosted by the Chinese Society for Science and Technology Policy and hosted by Wuhan University. After learning of the results, the delegates expressed their warm congratulations to Wuyishan researcher, Professor Qiu Junping and other Chinese representatives!

There are many reasons for China's success in this bid. First, in recent years, China's domestic metrology research has been very active, fruitful and influential. The second is the strong support of the China Science and Technology Policy Research Association and Wuhan University for the bidding activities. Third, Chinese scholars are becoming more and more influential in the field of international scientometrics. The number of papers published abroad is increasing day by day, and graduate students majoring in scientometrics who study abroad generally leave a good impression on the teachers and students around them. Fourth, the bid is well prepared. Six months before going to Austria, Professor Wuyishan and Professor Qiu Junping had an in-depth exchange of views with Professor Ronald Rousseau, President of ISSI Society and Belgian University of Technology, expressing China's strong willingness to host the 2017 conference. In the process of preparing the bid materials, the Research Society worked together with experts from Wuhan University, communicated with ISSI directors and international peer experts many times, changed their drafts five times, and finally formed a detailed brochure and PPT. Fifth, the publicity and exchanges at the meeting promoted the delegates of various countries to know more about China. Director Wuyishan of the special committee, Deputy Director Qiu Junping, and other Chinese representatives participating in the conference have carried out various forms of communication with members of the board of directors and scholars from various countries on the issue of bidding for the conference, making more and more experts hold positive views on China's bid for the conference. Support attitude.

In 2003, the 9th ISSI Conference was hosted by the Chinese Society for Science and Technology Policy in Beijing. The 2017 conference in Wuhan, China will be the first time in the history of the ISSI Conference to be held in the same country. This fully shows that Chinese scholars have played an unprecedented important role in the field of international scientometrics and information metrology. The second ISSI conference held in China will have a significant and far-reaching impact on the research, application and personnel training of scientometrics and information metrology in China.
