On September 7, the first China Science and Technology Policy Forum jointly organized by the China Science and Technology Policy Research Association and the Research and Propaganda Department of the China Association for Science and Technology was held in Shijiazhuang City, Hebei Province. More than 150 people from science and technology policy makers, professional policy researchers, scientists, academic representatives, provincial science and technology associations and other institutions from all over the country attended the forum. With the theme of "deepening the reform of the scientific and technological system and accelerating the construction of the national innovation system", the forum adopted two forms of keynote reports and expert dialogues, focusing on the exchange and collision of ideas among decision makers, policy researchers, scientific and technological workers and the public.

The forum was presided over by Qi Ring, member of the Honorary Committee of the China Association for Science and Technology and director of the Special Committee for Decision-making Consultation. Qi Ran pointed out that this year is a key year for the development of my country's science and technology. The convening of the National Science and Technology Innovation Conference in July sounded the clarion call for deepening the reform of the science and technology system and accelerating the construction of the national innovation system. The holding of the China Science and Technology Policy Forum is an attempt by a considerable number of science and technology policy makers, policy researchers, and scientific and technological workers on how to implement the spirit of the innovation conference and the task of scientific and technological system reform. This forum has achieved three innovations: new viewpoints, new forms, and new meeting styles. I hope that this forum will continue to be held, and strive to become a first-class national science and technology decision-making consulting platform at home and abroad, and make greater contributions to my country's science and technology policy research.

Sun Jiaguang, Deputy Director of the National Natural Science Foundation of China, Fang Xin, Chairman of the Research Association, and Wang Chunfa, Secretary of the Secretariat of the China Association for Science and Technology, respectively made a report entitled "Deepening the Reform of the Science and Technology System and Accelerating the Construction of the Natural Science Fund System with Chinese Characteristics", "China's Science and Technology System Reform-Thirty Years of Change and Unchanging", "Rethinking the Status of Science and Technology Associations in the National Innovation System, as well as the macro perspective of the development history of China's science and technology system, interpret the national science and technology policy, introduce the implementation effect of science and technology policy, and explore the future development direction of science and technology policy.

Researcher Mu Rongping, Director of the Institute of Science and Technology Policy and Management Science of the Chinese Academy of Sciences, Executive Vice Chairman of the Chinese Society of Science and Technology Policy, Dr. Xu Jianguo, Director of the Office of Innovation System Construction of the Ministry of Science and Technology, Xu Heping, Director of the Research Office of the General Office of the Ministry of Science and Technology, Director Ruan Gaofeng, Director of the Innovation and Strategic Management Department of the National Development and Reform Commission, professor Su Jun, director of the Science and Technology-Education Development Strategy Research Center of Tsinghua University, Professor Li Zhengfeng, deputy dean of the School of Social Sciences of Tsinghua University, and other leading experts discussed the frontier issues of science and technology system reform and policy to the audience through exchanges and discussions.

The China Science and Technology Policy Forum is hosted by the Decision Advisory Committee of the Standing Committee of the China Association for Science and Technology, and co-organized by the China Science and Technology Policy Research Association and the Research and Propaganda Department of the China Association for Science and Technology. It is held once a year and is an open high-end academic exchange platform for decision-making and the public.
