Science and technology associations are social organizations that engage in scientific and technological activities, promote scientific and technological development, and create a scientific and technological atmosphere. They are mainly composed of scientific and technological workers, managers and participants of scientific and technological activities. They are engaged in academic exchanges, talent training, scientific popularization, scientific and technological consultation, and international exchanges. It plays an important role in cooperation and is also an important force to promote the formation and development of modern science and technology. The extensive participation and full play of the role of science and technology associations is a necessary condition for the good operation of the national innovation system, and it is also an important aspect of the construction of the national innovation system. Through the systematic evaluation of excellent scientific and technological associations in developed countries, the development law of building first-class scientific and technological associations is summarized, which can not only grasp the distribution pattern and development trend of world-class scientific and technological associations from a global perspective, enhance the international discourse power of China's scientific and technological association evaluation, but also provide theoretical and practical experience for the development goal of building an international first-class scientific and technological association in China, in order to enhance the core competitiveness of China's science and technology associations, the construction of international first-class science and technology associations to provide guidance.

From the existing research at home and abroad, although the importance of science and technology associations has become increasingly prominent, there is still a lack of targeted and systematic induction of first-class science and technology associations. it is urgent to carry out in-depth exploration on how to build high-quality science and technology associations, indicators and governance and other practical aspects. Although the research and practice of foreign first-class associations is rich in content, it is lack of comprehensive evaluation and analysis of the global excellent scientific and technological associations from the perspective of the third party. Therefore, on the basis of constructing the index system of world-class science and technology associations, this project intends to evaluate the world-class science and technology associations by collecting first-hand data at home and abroad and measuring the data, so as to provide reference for the construction of science and technology associations in China to be in line with internationalization, and to provide corresponding theoretical and practical support.

The "World-Class Science and Technology Association Evaluation System and Ranking Project" was launched in December 2018. It was undertaken by the China Science and Technology Policy Research Association. Professor Meng Fanrong, director of the research association and executive director of the Performance Management Research Center of Xi'an Jiaotong University, presided over the invitation of the China Science and Technology Policy Research Association. Experts with rich experience in evaluation theory and practice served as consultants, and the integration of Xi'an Jiaotong University School of Telecommunications, Western Education Evaluation Center and other superior technical forces to participate in the study.

On June 27, 2019, the project team published a keynote report entitled "Research on the Evaluation of World-class Science and Technology Associations" at the keynote report of the 21st China Association for Science and Technology Development and Governance Forum. Part of the results of the evaluation ranking of world-class science and technology associations are introduced for the first time. The project lasted 6 months and for the first time systematically answered the questions of "what is a world-class science and technology community", "how to evaluate a world-class science and technology community" and "how to build a world-class science and technology community", which is of groundbreaking significance. During the research period, the project received strong support from the Academic Department of the Chinese Association for Science and Technology, the Service Center of the Chinese Association for Science and Technology, the Chinese Electronics Society, the Chinese Mechanical Engineering Society, and the Chinese Geographical Society.
